Section 390.1 - Purpose and scope

Section 390.1 of Title 49 of the Code of Federal Regulations sets out the purpose and scope of the Hazardous Materials Regulations, stating that the rules are intended to protect health, safety and property during the transportation of hazardous materials and apply to all modes of transport unless specifically exempted.
