Section 390.13 - Aiding or abetting violations

Section 390.13 of Title 49 of the Code of Federal Regulations makes any person who knowingly aids, abets, or otherwise assists another in committing a transportation-related violation liable as if they had committed the violation themselves, subjecting them to the same civil and criminal penalties. The rule is intended to deter third-party participation in offenses such as hazardous-material violations, vehicle safety infractions, and other regulated transport offenses.
