Section 390.3 - General applicability

Section 390.3 states that the regulations in Part 390 apply to motor carriers of property and passengers engaged in interstate commerce, to carriers operating under contracts with interstate carriers, and to certain other transportation operations covered by related parts of the title, thereby defining the scope of the safety and operational rules that follow.
