CP132 includes spending on services that provide financial or in-kind assistance to individuals, such as unemployment benefits, pensions, social security contributions and other welfare programmes. It covers both compulsory and voluntary payments to social insurance schemes and direct cash transfers aimed at reducing poverty and supporting vulnerable groups.
