Entry 0D on the Commerce Control List covers software specially designed or specifically adapted for nuclear weapons, nuclear reactors, or related nuclear-energy equipment, including programs for design, simulation, modelling, control, and analysis of such systems. Export of this software generally requires a license because it is deemed highly sensitive dual-use technology.
