Tobacco and Manufactured Tobacco Substitutes

Chapter 24 of the U.S. Harmonized Tariff Schedule classifies tobacco and manufactured tobacco substitutes, covering raw tobacco leaves, cigars, cigarettes, pipe tobacco, chewing tobacco and snuff, as well as products made from reconstituted or reconstituted tobacco and non-tobacco materials used as smoking or chewing substitutes.
