Entry 31 of the U.S. Harmonized Tariff Schedule covers fertilizers, including inorganic chemical compounds and mixtures used to supply essential nutrients to plants, such as nitrogen, phosphorous, and potassium preparations, as well as certain organic or composted substances that function as soil amendments.
