**Definition:** Any syndrome caused by failure of one or both eyes to correctly develop during the antenatal period.

**Exclusions:** - Septo-optic dysplasia - Cat-eye syndrome - Aicardi syndrome - Papillorenal syndrome - WAGR syndrome
