ISO 31000:2018 advises that an organization must first identify internal and external factors that influence its objectives, such as culture, structure, market conditions, legal requirements and stakeholder expectations. This understanding creates the context for risk management, shaping how risks are perceived, prioritized and addressed across the organization.
