**Definition:** An adverse event in a newborn characterized by moderate clinical signs (see Sarnat stages for further guidance on mild, moderate and severe clinical signs of encephalopathy) of encephalopathy resulting from a perinatal asphyxia event; meeting criteria for therapeutic hypothermia.
