**Definition:** An adverse event in a newborn characterized by severe clinical signs (see Sarnat stages for further guidance on mild, moderate and severe clinical signs of encephalopathy) of encephalopathy resulting from a perinatal asphyxia event with life-threatening consequences (e.g. respiratory depression, refractory seizures).
