**Definition:** A benign mesenchymal neoplasm that usually arises in the superficial soft tissues of the vulva or inguinal and scrotal regions. It is characterized by the presence of a cellular fibroblastic proliferation in an edematous to fibrous stroma containing numerous vessels.
