The PRODCOM code 17 groups establishments engaged in converting pulp, wood, recycled fibers or other raw materials into paper, paperboard and related products such as printing, writing and packaging paper, as well as the production of specialty paper items and paper-based packaging. It excludes activities limited to printing or converting finished paper into finished goods.
