Compulsory license for reproduction
The Berne Convention allows a state to issue a compulsory licence for the reproduction of a work when the right-holder does not make the work available on reasonable terms, provided that the user pays a fair and equitable remuneration. This provision balances public access to cultural works with the protection of authors' rights.
