Fertilisers (CN Chapter 31)

The EU Carbon Border Adjustment Mechanism (Regulation 2023/956) covers imports of fertilisers classified under Customs Nomenclature Chapter 31, requiring importers to report embedded CO₂ emissions and pay a carbon price equivalent to the EU emissions trading system cost. This aims to prevent carbon leakage by equalising the carbon cost of imported fertilisers with that of domestically produced products.
