The Carbon Border Adjustment Mechanism (EU) 2023/956 applies a carbon price to imports of hydrogen classified under customs tariff heading CN 2804, covering liquid hydrogen and related products. Importers must report the carbon content of the hydrogen and purchase CBAM certificates equivalent to the EU carbon cost, ensuring a level playing field with domestic producers subject to the EU Emissions Trading System.
