Title IV - Pollution Insurance

Title IV of the Comprehensive Environmental Response, Compensation, and Liability Act creates a federal pollution-insurance program that obligates owners and operators of facilities handling hazardous substances to secure insurance or other financial assurance for cleanup costs, and establishes mechanisms for insurance pools and risk assessment.
