Sec 319 - Nonpoint Source Management Programs

Section 319 of the Clean Water Act establishes a grant program to help states develop and implement nonpoint source pollution management plans, targeting runoff from agriculture, forestry, urban development and other diffuse sources. It requires states to identify impaired waters, set water quality goals, and create best-management practices and outreach activities to reduce pollutant loads and protect water quality.
