Principle 4 of the 2013 COSO Internal Control - Integrated Framework requires an organization to ensure its people have the necessary knowledge, skills and abilities, and to provide ongoing training and development so they can fulfill control responsibilities effectively, fostering a culture of competence and regularly assessing personnel capabilities.
