Category 0 includes nuclear-related items that are specially designed for the production, processing, use or handling of nuclear material; it covers reactors, enrichment and reprocessing equipment, related instrumentation, and associated facilities such as nuclear power plants and test reactors. These items are subject to the strictest export controls because of their potential applications in weapons-grade nuclear programs.
