R.40 outlines supplementary mechanisms for cross-border collaboration beyond mutual legal assistance, such as the exchange of financial intelligence, joint investigations, and coordinated action among supervisory and law-enforcement authorities. It encourages states to create frameworks for sharing best practices, technical assistance and capacity-building to strengthen global anti-money-laundering and counter-terrorist-financing efforts.
