Health or Safety Emergency (99.31(a)(10), 99.36)

Under the Family Educational Rights and Privacy Act, the health or safety emergency provision permits schools to disclose a student's education records without prior consent when an immediate threat to the health or safety of the student or others is identified, in accordance with sections 99.31(a)(10) and 99.36. This exception is intended to enable timely protective actions while balancing privacy rights.
