Annex 17 - Security

Annex 17 to the ICAO Convention on International Civil Aviation sets out standards and recommended practices for safeguarding civil aviation against acts of unlawful interference. It covers security measures for aircraft, airports, personnel, cargo and supporting infrastructure, requiring member states to adopt risk-based security programmes and maintain coordinated protection across the aviation system.
