Entry 4.1 stresses that a community must first be accurately profiled, including its demographic, economic, cultural, environmental and governance characteristics, as well as the needs, expectations and capabilities of its stakeholders. This understanding forms the basis for setting objectives, planning actions and measuring progress within a sustainable-development management system.
