4.1 Understanding the organization and its context

Clause 4.1 of ISO 39001:2012 requires the organization to identify and analyze internal and external issues that affect its ability to achieve road-traffic-safety objectives, determine the needs and expectations of relevant interested parties, and define the scope of its safety management system.
