Article 4 - Trade Control

Article 4 establishes the trade-control system for ozone-depleting substances, requiring parties to prohibit production, consumption and import or export of listed chemicals except under a licensing and reporting regime. It obliges governments to monitor trade, enforce compliance and exchange information to prevent illicit trade and protect the ozone layer.
