Subtitle A - General Provisions

Subtitle A of the Resource Conservation and Recovery Act contains the core statutory framework for managing hazardous waste, establishing definitions, responsibilities, and enforcement mechanisms. It sets out general provisions governing the identification, handling, transportation, treatment, storage, and disposal of hazardous substances, as well as requirements for permits, recordkeeping, and citizen suits. This subtitle forms the basis for the federal hazardous waste program and its implementation by the Environmental Protection Agency.
