Freedom of the high seas
Entry 7_1 of the United Nations Convention on the Law of the Sea defines the freedom of the high seas, granting all states the right to navigate, overfly, fish, lay submarine cables and pipelines, and conduct scientific research in areas beyond national jurisdiction, while obliging them to respect the rights of others and preserve the marine environment.
