Article 1 - General Provisions

Article 1 establishes the purpose and scope of the Agreement on the Application of Sanitary and Phytosanitary Measures, defining the obligations of WTO members to protect human, animal and plant health while ensuring that measures are not applied in a manner that creates unnecessary barriers to trade. It sets out basic principles such as scientific justification, non-discrimination, and the use of internationally recognized standards.
