Article 2 - Basic Rights and Obligations

Article 2 establishes the fundamental rights and duties of WTO members under the SPS Agreement, requiring that any sanitary or phytosanitary measure be applied only to protect human, animal or plant health and be based on scientific principles. It also obliges members to ensure that such measures are not applied arbitrarily or as disguised restrictions on international trade.
