Article 3 - Harmonization

Article 3 of the WTO Agreement on the Application of Sanitary and Phytosanitary Measures requires members to align their SPS regulations with relevant international standards, guidelines or recommendations whenever they exist, and to ensure that any higher level of protection is scientifically justified. This provision encourages the harmonization of SPS measures across trading partners while allowing limited deviations for legitimate health or safety reasons.
