Article 4 - Equivalence

Article 4 of the WTO Agreement on the Application of Sanitary and Phytosanitary Measures defines "equivalence" as the mutual acceptance by members of each other's SPS measures that achieve the same level of health protection, even if the regulatory approaches differ. It requires members to consider scientific evidence, encourage information exchange, and may allow temporary exemptions while equivalence is assessed.
