IBRD-Only Borrowers are countries that qualify for financing solely from the International Bank for Reconstruction and Development and not from the International Development Association. They are typically middle-income economies that do not meet the low-income eligibility criteria for IDA support, so they receive only IBRD loans and guarantees.
