5D1 covers software specially designed or modified for telecommunications equipment, including programs that enable the design, development, production, operation or maintenance of transmission, switching, routing, or networking systems. The classification applies to dual-use software that can be used for both civilian and military communications and is subject to licensing based on the destination, end-user and end-use. It does not include general-purpose or commercial off-the-shelf software without specific telecom functionality.
