Transitional Phase Reporting (Oct 2023 - Dec 2025)

The EU Carbon Border Adjustment Mechanism's transitional phase requires importers of covered goods to submit quarterly reports on the embedded carbon content of their shipments from October 2023 through December 2025, without yet paying the CBAM levy. This reporting builds a database of emissions data to support the full system's rollout after the transition ends.
