Title IV - Permits and Licenses

Title IV of the Clean Water Act creates the permitting system that regulates discharges of pollutants into U.S. waters. It authorizes the National Pollutant Discharge Elimination System and related licenses, setting standards, monitoring requirements, and enforcement mechanisms to protect water quality.
