Category XIII - Materials and Miscellaneous Articles

Category XIII includes a wide array of items that are not specifically enumerated elsewhere in the ITAR, such as raw materials, chemicals, and other miscellaneous articles that could be used in the design, development, or production of defense articles. Because these items may have a bearing on military applications, their export or re-export generally requires a license under the International Traffic in Arms Regulations.
