Sec 18 - Preemption of State Law
Section 18 of the Toxic Substances Control Act establishes that state laws may not conflict with federal TSCA regulations, effectively preempting state requirements that duplicate or interfere with the Act's provisions unless Congress expressly permits such state action. This provision limits state authority over chemical manufacturing, testing, and reporting to ensure a uniform national regulatory framework.
