Title I - Control of Toxic Substances

Title I of the Toxic Substances Control Act authorizes the EPA to evaluate, regulate, and restrict the manufacture, import, processing, distribution, use and disposal of chemical substances that may present unreasonable risks to health or the environment, establishing testing requirements and permitting mechanisms for new and existing chemicals. It also provides the framework for reporting, record-keeping, and enforcement actions to ensure compliance with safety standards.
