Sec 4 - Testing of Chemical Substances and Mixtures

Section 4 of the Toxic Substances Control Act authorizes the EPA to require manufacturers and processors to conduct testing of chemical substances and mixtures to obtain data on their health and environmental effects. The agency may issue orders for specific tests, set testing schedules, and enforce compliance through penalties.
