Art 15 - Illicit trade in tobacco products

Article 15 of the WHO Framework Convention on Tobacco Control requires parties to adopt comprehensive measures to prevent, detect and eliminate illicit trade in tobacco products. It calls for licensing and regulation of the supply chain, international cooperation, and the use of tracking and tracing systems to curb smuggling and illegal sales.
