Part IV - Measures Relating to Reduction of Supply
Part IV of the WHO Framework Convention on Tobacco Control sets out obligations for parties to reduce the availability of tobacco. It requires licensing of manufacturers, importers and retailers, enforces measures against illicit trade, and promotes economic alternatives for those dependent on tobacco farming or sales. The article also calls for public-sector procurement policies that favor low-tobacco-content products and for the regulation of tobacco product standards.
