Art 16 - Sales to and by minors

Article 16 obliges Parties to prohibit the sale of tobacco products to anyone below a legally defined minimum age and to forbid persons under that age from selling tobacco. It also requires the establishment of appropriate penalties and measures to enforce these restrictions.
